Marshall did establish herself as a foreign television news correspondent in the 1980s and 1990s while living in Eastern Europe and the Soviet Union. This work has been recognized with awards such as RTS, EMMY, and BAFTA. In the summer of 1992, Marshall and Ian Williams of Channel 4 News were the first television journalists to learn about the Bosnian Serb detention camps. The Guardian’s Ed Vulliamy was also with the ITN teams. Her subsequent reports, which were broadcast around the world, sparked an international outcry. However, a defense witness at a subsequent war crimes trial in The Hague accused the group of manipulating the footage.

In March 2014 she was appointed Education Editor for the BBC but left the post after being diagnosed with breast cancer. Penny has presented and authored documentaries for BBC Radio 4 and was awarded an honorary doctorate from City University in January 2015. He has written for The Times, The Guardian, and The Daily Mail.
