Mercer successfully began his career in radio reading travel news for (the now defunct) AA Roadwatch. This was in the year 1994. He afterward moved to Premier Radio where he presented various programs including the overnight show, Drivetime, and Breakfast, and later moved to program management.
After seven years at Premier, Mercer went back to travel news, where he worked for trafficking and presented radio bulletins for, among others Virgin, Classic FM, and BBC Local Radio.
In 2004 he joined BBC Radio Oxford as the Afternoon Show presenter and now presents the weekend breakfast show. He is a keen walker and he leads regular countryside walks for the listeners. He reviews movies for the Daytime show as well. Phil made his first television debut for BBC Oxford News on BBC One in April.
